COLUMBUS, Ind. — Trucking industry executives want interstate regulations for emissions and sustainability in advance of proposed 2027 regulations that they say present different challenges in different states.
The California Air Resources Board (CARB) and the Environmental Protection Agency enacted nitrogen oxide emissions standards set to place emissions restrictions on commercial vehicles starting with model year 2027. While CARB and the EPA continue to work together on emissions regulations, they operate independently and have their own regulations. Some states have chosen to adopt CARB, rather than EPA, standards.
As a result, there’s an increased push for federal regulation on transportation, Brad Delco, senior vice president of finance at J.B. Hunt Transport Services, said today during ACT Research’s seminar in Columbus, Ind.
“We operate interstate, and that should be regulated at the federal level,” he said. “Each state coming to conclusions as to what their policy should be makes it very difficult to operate an interstate with administrative authority.”
California, which represents a critical freight market, operating with its own emissions standards presents a problem for transportation companies operating there, Delco said.
“When we think about the cost of doing business in that state, and it’s such an important, vital thing to the global supply chain, you’re creating challenges and protocols for challenges,” he said.
Lowell, Ark.-based J.B. Hunt operates more than 400 locations across the U.S., Canada and Mexico including more than 22,000 tractors and more than 166,000 trailing units, Delco said.
Meanwhile, the presidential election could shift in the EPA’s regulatory agenda, with the Democratic side likely to push for more environmental regulation, Dean Croke, principal analyst at Beaverton, Ore.-based software company DAT Freight & Analytics, said during the seminar.
